Irish Statistical Association

CONSTITUTION
- The corporate body hereby constituted shall be known as the Irish
Statistical Association and shall heretofore be referred to as the
"Association".
- The Association is incorporated in order to promote the
development of Statistical Science, the good use of Statistics and the
role of the Statistician
in Ireland and elsewhere. Activities appropriate for the Association
shall
include :
- Holding an annual Conference on Applied Statistics in Ireland
(CASI).
- Encouraging the interchange of statistical knowledge through
the
promotion of seminars, short courses, training programmes, and
discussions.
- Educating interested parties and the public in general about
the
use of Statistics and the role of the Statistician.
- Establishing International and European dimensions to Irish
Statistics by forging appropriate links with kindred associations and
societies.
- Publishing and updating a Register of Irish Statisticians.
- The officers of the Association shall consist of a President, a
Vice President, an Honorary Secretary and an Honorary Treasurer.
Officers of the Association must be ordinary members of the Association.
- The Association shall be administered by an executive committee,
henceforth called the "Committee", which shall consist of the Officers
and six other
ordinary members of the Association including: an immediate past,
present
and future organiser of the annual Conference on Applied Statistics in
Ireland
(CASI), a representative of the Northern Ireland Local Group of the RSS
(Royal Statistical Society) and at least two other members (who may be
co-opted
). A quorum for the Committee shall consist of four members, including
at
least two officers. The Committee shall meet at least twice each year,
the
convenor being the President.
- Membership shall be open to all who are interested in Statistics
and who subscribe to the Aims of the Association. Members of the
Association shall be classified as follows:
- Ordinary Members
- Institutional Members
- Honorary Members
- Student Members
Any person (Institution) may apply to the Treasurer of the
Committee for ordinary (Institutional) membership. The election of an
ordinary or institutional member shall be decided by the Committee at
the next Committee meeting following receipt of an application form for
membership. Any four ordinary members of the Association may propose a
candidate for honorary membership to the Committee. If the proposal is
accepted by the Committee, then it shall be decided by electronic
ballot of ordinary members of the Association and carried subject to
approval by 2/3 of those voting in this electronic ballot. A student
member must be a registered student at a third level institution.
- Every Ordinary and Institutional member shall pay a subscription
fee to the association according to the regulations set out in the
Rules of the Association.
- There shall be an Annual General Meeting (henceforth referred to
as the AGM) of the Irish Statistical Association which shall be held at
the yearly Conference on Applied Statistics in Ireland (CASI). A quorum
for the AGM shall be seven ordinary members. At the AGM an election
shall be held to fill each Office which would otherwise fall vacant in
the following year. (In these Articles and Rules year shall
refer to the 12 month period from 1 June to 31 May). An election shall
also be held to fill any vacant positions on the Committee which would
naturally arise in the following year. Any elections held shall be by
secret ballot . Ordinary members may submit motions to an AGM. Any such
motion shall be passed if and only if it is approved by a simple
majority of the members present at that meeting as long it is not
inconsistent with the constitution of the Association. Motions to
change the constitution are dealt with at 9 below.
- The Committee shall have the power to co-opt up to two additional
members on the Committee in any one year. The duration of service for
such a member shall be for the remaining part of the year in which
co-option was made.
- Changes to this Constitution by way of altering any existing
Article or introducing any new Article must be done according to the
following procedure:
- a proposal (supported by at least 4 ordinary members of the
Association) to change the Constitution is approved by a majority of
the Committee members at a meeting of the Committee.
- the proposal is then brought to the next AGM where it is
approved
by 10 ordinary members of the Association or at least 2/3 of the
ordinary members present at that AGM, whichever is the greater.
- The Association shall have Rules for the administration of the
business of the Association. Proposals to add, modify or delete Rules
can be made at any AGM of the Association. Any such proposal shall be
passed if it is
approved by 10 ordinary members of the Association or at least 2/3 of
the
ordinary members present at that AGM, whichever is the greater.
RULES
Membership
Membership of the Irish Statistical Association shall be open to all
who are interested in Statistics and who subscribe to the aims and
objectives of the Association.
- An individual can apply for election as an Ordinary member of the
association by completing an application form and sending it together
with the appropriate subscription fee to the Treasurer. Application
forms may be obtained from any member of the Committee, or downloaded
from the Association’s website . In a similar way an Institution may
apply for Institutional membership. Students may be elected to student
membership at the AGM of the Association, and any student so elected
shall be a member of the Association for the following year.
- The Treasurer shall co-ordinate all Ordinary and Institutional
applications for membership of the Association. The Treasurer shall
keep proper accounts of subscriptions. The Treasurer shall have the
discretion to add the name of any candidate for Ordinary or
Institutional membership to the list of members of the Association on a
provisional basis until the next meeting of the Committee.
Subscriptions
- The annual subscriptions for Ordinary and Institutional and
Student members of the Association shall be due in June of each year.
The correct subscription fees for members are as follows:

- The Committee shall have the discretion to end the membership of
any Ordinary or Institutional member whose subscription fees are more
than eighteen
months in arrears.
Officers and Committee of the Association
- The normal term of service for the Officers and members of the
Committee shall be two years starting on the first day of June
following election at an AGM. However those who become members by
virtue of being a future organiser of a CASI meeting would be expected
to serve for up to three years. The terms of office for President and
Vice President shall begin in even numbered years. No President shall
hold office for two consecutive terms. The Committee shall have the
power
to appoint one of its members to take over the duties of any Officer of
the Association who is unable to perform those duties - such an
appointment
shall end at the next AGM when an election will be held to fill the
vacancy
for the remainder of its current term. One of the duties of the
committee
shall be to determine organisers of the annual CASI conferences.
- The President shall be the chief executive officer of the
Association. The President shall chair all meetings of the Association
and its Committee, and the Vice President shall act in place of the
President as necessary.
- The Secretary shall keep minutes of the meeting of the
Association and its Committee. Notice of the AGM will be distributed
with information about the yearly CASI meeting. The Secretary shall be
responsible for maintaining the Register of Irish Statisticians.
- The Treasurer shall issue a financial statement each year at the
AGM.
*In the first instance the President and Vice President shall be
elected for 1 year beginning in 1997. (accepted 23 May, 1997 in
